White House Waffles on Letting Condi Testify

The White House will allow Condi to testify before the commission, in public and under oath. But they extracted a promise from the commission that her appearance before them would not set a precedence.

Can anyone explain to me why the commission can assure there will never be another case where the NSA might appear before a future commission? Or is this just the excuse they are using to save face?
