California Bans Diebold Electronic Voting Machines
California Secretary of State Kevin Shelley has banned the use of Diebold Inc's latest model Electronic Voting Machines for the 2004 election. Citing problems with security and reliability, Shelley ruled that four counties could not use the systems in the November election after a number of problems were reported during their use in the primary.
Furthermore, Shelley is requiring that any other counties where DRE's are used must allow a voter to use a paper ballot instead if they request one. And he has decertified the DREs of another 17 counties, and placed another 23 requirements on the manufacturers of these other systems to meet before they could be recertified.
