George W Bush declined to say whether he thought torture was okay but did say he ordered his underlings to obey the law. Nevertheless, with the Bush administration, it all comes down to understanding what they think is legal and what laws and treaties they can just throw away because it is too much of an imposition on the US and Presidential prerogatives. Juan Cole reminds us of how torture is defined. And the legal definition doesn't ask the perpetrator to explain their motives before deciding if it is really torture.
