Bush wants his legacy to be that he brings about the right-wing vision of a perfect society - a society where people don't depend on government like the golden years of the 1890s. He (or more precisely Karl Rove) believe that Bush can succeed in changing America in ways Reagan could not - and thus that he will be seen as a stronger and bolder leader than Reagan. Mark Schmidt, the wise author of the Decembrist, says that there was something more about Reagan - namely he was a more honorable man than the leader we currently have. It is sad that we can look back at Reagan's administration and wish that things today could be as reasonable as they were then.
