Although Bush is suffering setbacks in the Senate, on the road (selling Social Security reform), and in Iraq, he is doing a bangup job in his war on the economy. Just look at this ability to take the US economy and make a complete mess of it. Or how about his presiding over a housing bubble that is on the edge of collapse.
