Gee, I Think McCain Might Be Mad About This

At the moment that John McCain is in delicate negotiations with both the House and the White House over a clear set of guidelines that restrict torture, Rummy's Defense Department goes ahead and finalizes its own set of guidelines that push the limit of torture without apparently telling Steve Hadley that they were doing this. It's so bad that even the Army thinks this will piss off McCain, and yet the civilians push ahead with putting in place their own guidelines in a vacuum as if the negotiations weren't happening. I hope McCain is happy with his friends in the Bush Administration.

I also note that Condi is trying to back away from what she told the Europeans last week about how the United States will comply with all laws on torture.
