So Rove was offered a plea deal last month, which presumably would have required him to roll over on other people, and Rove refused. So Patrick Fitzgerald continues to quietly build a case against him with the new grand jury. That will be the last offer Rove gets, who expectedly would not roll over on anyone higher than him, safe in the knowledge that Bush would just pardon him on the way out the door.
