Open Thread - You Cap It

For an Open Thread heading into Thursday, there are several topics to chew on. First, a nonpartisan study group analyzed Rummy’s budget request for next year, and found that despite all of his talk about reforming the military, his budget should be slashed by billions of dollars to cut needless weapons systems that aren’t needed in a post-Cold War, post-9/11 world. The study group recommended sagely that some of the funds be redirected into homeland security, thereby giving Democrats an opening they can use. And yes, the study recommended cutting Star Wars implementation funding.

Several days ago, I suggested that Democrats take a hard look at the Iraq partition suggestion by Leslie Gelb and Joe Biden. Some Democrats have instead kept their distance from the proposal, and today, the Center for American Progress issued its own suggestion, Strategic Redeployment 2.0. It calls for "the reduction of troop levels from 130,000 to 60,000 by the end of the year, and to virtually zero by the end of 2007. … The plan would move the National Guard out of Iraq and would leave behind an expeditionary force in the region to deal with future threats. Troop levels in Afghanistan would be doubled." The proposal also "calls for greater emphasis on international and regional diplomacy and the need for an Iraqi-led political solution to the fighting." And yes, this is what we have been suggesting here for months.

After returning from an Easter recess and getting lit up by their constituents for not dealing with high gas prices, members of Congress who previously were resistant to raising fleet fuel economy standards are for the first time in decades willing to consider it.
