Lay is guilty on all counts, and Jeffrey Skilling was found guilty on almost all counts.

If the Democrats are looking for a hook here, what about this?

Mr. Cheney, we now know that your Energy Task Force had a convicted felon as a participant. How can you justify keeping those deliberations secret?

Mr. Bush, your administration relied on a convicted fraudster for energy policy advice. Do you plan on pardoning Mr. Lay?
