It looks like Bush is set to finally veto the first bill of his presidency. Will he veto the next pork-laden or corporate welfare-ridden spending bill that comes across his desk? No.

Bush has decided that the one issue that merits his sole veto after nearly six years is a broadly-supported expansion of federal funding for embryonic stem cell research. That's the issue he wants to hang around the necks of vulnerable GOP incumbents this November. Those vulnerable incumbents will either have to vote to override him, or vote to support his veto and get blasted by independent voters in their districts this fall.
