Years after letting Bin Laden get away at Tora Bora, and 18 months before the Bush Administration encouraged Pervez Musharraf to turn over Waziristan to the Taliban, it rejected a chance to kill al-Zawahri, who has been responsible for killing our guys in Iraq.

Why does the Bush Administration look like it is enabling Al Qaeda rather than pursuing them?
