Did Cheney Commute Scooter's Sentence?

Were Dick Cheney and his staff granted direct access since 2006 to the DOJ investigations, case files, and trial/sentence negotiations on Scooter's case, the government's cases against Corporate America, and all the GOP criminal investigations? And if Cheney, David Addington, John Hannah, and the rest of Cheney's senior staff knew exactly what Justice had going on in every one of these cases, then wasn't the government's case compromised each and every time?
