Bush To Veto SCHIP To Protect Smokers

As Senate Democrats continue to work with House and Senate Republicans to hammer out an SCHIP bill that would survive a Bush veto, the White House signals that it sides with smokers over kids. Bush doesn't want to raise the tobacco tax to pay for kids health care, even though dozens of states have done this to fund SCHIP and other government health programs. Note that raising the tobacco tax to fund an SCHIP expansion is not a problem for even House Republicans, so if the Senate Democratic leadership can satisfy GOP demands to tighten eligibility and increase enrollment of currently-eligible kids, it looks like Bush will have his veto overturned.
