McClellan: Bush Involved In Plame Lies

Simple question regarding McClellan's tell-all for cash: what does "involved" mean? Is McClellan saying Bush was involved because he allowed his press secretary to lie without getting the facts himself? Or worse still, is McClellan saying that Bush and Cheney were involved in the original decision to go after her and then knowingly lie to the country about it?
