Was Rudy really so stupid as to use “obscure city agencies” to pay the security costs for his extramarital affair with Judy Nathan?

Let's see which one of his GOP rivals has the guts to bring it up first, because it will definitely come up in the general election, unless we are all overtaken by a wave of "new politics".
