Bush sends a final gift to the American workers because companies can't make a profit if they have to keep the working environment safe. And under this rule instead of taking 8 years to put in place regulations to govern the safety of the working environment, it will even more. In fact, if one started to draft a rule in 2009, under Bush's policy, it wouldn't be put in place until 2019. That's what you call a dynamic and agile system, right?
