The Bush/Cheney torture policy works according to a former senior intelligence officer anonymously to WaPo. As Scott Horton notes, this is probably George Tenet who really shouldn't be given a blanket of anonymity. But when the Bush administration called their practices "enhanced interrogation", they thought they could get away with saying it wasn't torture. Now that it's pretty clear from the evidence that it was torture, it seems the paper is perfectly happy with anonymous sources defending the practices.
