rudy put his disaster headquarters at the disaster (he was warned), and when it fell down, he had no where to go! with bush either dumbstruck on a stool or down a bunny hole, rudy's wandering around is what we saw.

After the 93 bombing, Rudy should have at least had a couple of guys like the Bill Murray character from Caddyshack, (Carl) on the roof of the WTC with shoulder fired missles.

Then he could have run as Captain 9-11.
