What does he mean by someone? Based on currently available public information, Libby was the first leaker. Then came Rove, Armitage and Fleischer. I'm sure that if Armitage really believed that he had inadvertently leaked Plame's identity and done it all by himself, he would have stepped forward. But he knew otherwise -- by the time the FBI got around to interviewing him, he had crafted a credible excuse or at least one that didn't make him look like an obvious liar.

The Key with Bush's whole comment thread was the total disregard for the fact that a covert CIA agent (CIA being a dept. that answers to the Chief Executive, i.e. Bush) was outed and her work ruined. His whole concern was centered on deflecting blame for this serious crime away from his office.

Judge Walton is just making it clear that the courts cannot approve of lawbreaking and law breakers no matter who they are.
