Seems the pledge is from the American Freedom Campaign, not the American Freedom Agenda.
And according to their website Joe Biden, John Edwards and Hillary Clinton responded via letter expressing their commitment to uphold the principles contained in the pledge should they be elected president. So Hillary is not the only one not to sign and she has provided a response which the American Freedom Campaign has accepted in lieu of her signing the pledge. A copy of Senator Clinton's letter (and those of the others) is on their website here
