There are plenty of Monica Goodlings and Rachel Paulose's in place and willing to sabotage the will of the people if left unchecked. It will have to be a priority, Bushite hacks are like cancer cells inside the bureaucracy.

It takes some time and work and the will to do it. It's kinda fun and perfectly legal. The other employees who resent them mightily help without being asked. It is often an informal group effort. I made the civil service rules work for the agency, not the hacks.
