It is unsurprising. There's a whole lot of Stuart idiocy in GWB. The English Bill of Rights 1689 recognised signing statements (whoops, I meant to type) dispensations, which all the Stuart kings had used repeatedly, as a form of tyranny.

That the pretended power of suspending the laws or the execution of laws by regal authority without consent of Parliament is illegal;

That the pretended power of dispensing with laws or the execution of laws by regal authority, as it hath been assumed and exercised of late, is illegal;

Poor Thomas de Torquemada, born over 500 years too soon. What a wonderful addition to the chimp's cabinet he would have made.
