It's a victory. The Senators heard from their constituents today in a way they rarely do. They'll treat this issue gingerly in the future.

I've been seeing his name more frequently in the last week in disproportion to the rest of his 2nd tier competitors, both in media and in advertising. While he's been consistent in certain regards towards progressive issues, Dodd is doing a full media blitz in an attempt to push himself in to "winner' territory in the caucuses. I doubt he can nail 1-2-3, but I almost think he's making the attempt to move into 4th in order to gain momentum and peak right at Super Tuesday.
