American foreign policy has been clear for quite some time: back authoritarianism when the dictator supports us and our "interests", and demand "democracy" and regime change when the dictator doesn't.

So we prefer "our" strongman Musharraf to whatever a moderate, functioning democracy kicks out.

We don't really support the "spread" of democracy and never have. Simple.
