Of course, Paulson needs $700 billion because the total mortgage defaults possible would be $250 billion, and that would be only if these homes values drop to 0%. He's trying to cover the CDSs, and that is dead wrong. They took the risk, screw em. No need to punish the rest of us for their stupidity.
