COBRA is so expensive that it is completely unrealistic for anyone who does not have a significant cushion of savings or another source of income. Anyone who is dependent on unemployment payments is screwed.

Shirin is right. I left a job and COBRA was so high,there was no way I could afford the payments. In other words, for most people COBRA is too high, and thus it fails as a stop gap program.
