As Phid points out, the IPCC reviews and summarizes existing peer reviewed papers by the world's climate scientists and comments upon the state of world scientific knowledge and research on the subject. Not all IPCC participants are climate scientists, many are government officials, although the scientists have veto power over the final language of reports. There have been no dissents to date over the findings. But the idea that the IPCC is not actually expert in understanding the climate science literature is cretinous.
Roy Spencer is a meteorologist, creationist and fundamentalist. He apparently thinks that we cannot know where the massive increase in CO2 is coming from, most likely because he is trained in meteorology. He regularly appears on Wingnut media---Fox, Beck, Rushbo radio. He is a staple of denialist stooges.
He has not proposed any theory of what is generating the increase in CO2, just as no denialist "scientist" ever does. That they do not author peer-reviewed papers with an alternate theory of the warming (which they admit) goes without saying.
It's amazing that turd-brains like Cal B and dennis don't ever seem to visit NASA's various climate sites, such as the Goddard Institute for Space Studies, which posts annual evaluations of the global climate. These are our nation's climate experts (not the demonic UN) and their various summaries debunk and demolish every lie posted by pinhead Cal and stooge dennis.
But then, these two conserva-boobs aren't interested in actually informing themselves about the science, they just want to "win" a political game, the planet be damned. Monstrous and immoral.

The UN's IPCC report is a political report through and through. Science there is very thin. How many times since the report in 2007 have we heard CO2 levels are far outpacing those anticipated in their report? China, India, and the Third World have stepped up their production of CO2 in spite of the panels warning. With the doubling and tripling of CO2 production temps haven't kept an upward trend. In fact, they've fallen the last two years. Record cold has been recorded in both hemispheres, sometimes happening on the very same date. Even those who support GW have seem to have noticed and come up with some explanation that it may have paused and be paused for maybe thirty years. Then, it will resume.
What a crock.

The main problem with the IPCC is that it was set up to render conclusions which underestimate the scope of the disaster and reach consensus by minimizing the problem. Its reports are usually outpaced by (more serious) reality very quickly---like with projected sea level rises and melting of snowpacks, glaciers and sea ice.
I wonder if most religious people would state that the "truth" they have been told and profess is not actually "knowledge" but simply blind "faith"? It isn't that CO2 has doubled, but what output was projected by the IPCC report for these countries has doubled and tripled and the temps came down. That is, if they projected a 4% increase over present days output, its really 8% or more with just 2008's numbers. They so missed that projection, not even erroring on the liberal side. Well maybe the economic downturn may have reduced their output this year.
Oh please tell, why has the carbon offset market crashed in Europe? Why is PM Rudd in danger of losing his majority over carbon offsets.
