Yes Turkana, that's what we have now. Are you now recognizing the emperor has no clothes on? The guy has never seen a particular project to a conclusion. While in the Illinois State Senate, he was the guy Emil Jones created. He's the guy taking the ball that last yard after others had done the heavy lifting. He received the rewards for others hard work. Maybe we ought to ask Emil Jones what we need to do, he's been the puppet master for a long time.

I have a feeling that there is some significance implied in this poem, beyond the obvious snark that uncritical subservience is comical, but all too human. This is such a general observation that it could easily be applied to many human phenomena.

However, I cannot divine what particular circumstance is intended as the target here.

I will say that, to an atheist like me, it seems to be a suitable indictment of theism and it pervasiveness, which for me would be quite a reasonable position. It also seems to be a subtle indictment of the GOP (or, less so, the Dem) faithful.

..., about what specific thing (if any) is this intended to be?

While reading this post, I actually thought about Limbaugh before I thought about Obama.
But yes, this warning can apply to any leader, however well intentioned.
