The 9/11 report/investigation, bitterly opposed by the Bush Administration until it became a political risk, is a classic "everybody is to blame/nobody is to blame" piece of beaurocratic butt-covering. Again, as with the Iraq WMD Investigation......the people sitting in the White House when the deed was done draw little fire for their part. It is always someone else's fault in the house of George W. Bush. It has been that way all his life.

To sum up, everyone from the analysts up to DCI Tenet and counterterrorism chief Clarke were panicked because they knew something big was going to happen soon. Ashcroft, Rice, and Bush were indifferent. This chapter makes for very interesting reading.

Clinton knew there was a threat and took some steps to counter it (some successful, some not), Bush knew there was a threat but didn’t take steps to counter it. He had other fish to fry (and vacations to take).

Clinton did nothing substantive to stop Bin Laden. And he sent Berger to the Archives to retrieve and destroy the evidence of their mutual fuck-ups. Maybe the New York Times and Madame Couric would like for Berger's crimes to be forgoten, but real Americans aren't going to allow it.
