Of particular note, that article states that:

The department has acknowledged paying the public relations firm Ketchum Inc. $700,000 to rate journalists on how positively or negatively they report on No Child Left Behind

That's enough money to rate practically every journalist in the country. Why pay for rating somebody unless you're trying to figure out whether you're getting your money's worth?

Do you know how to find the entire contract Armstrong Williams had? Presumably USA Today has it, but I can't find more than a few sentences on their site.
