Ahh! I remember the good old days when America, using its foreign policy, killed 35 million non-combatant civilians between 1946 and 2004. We also have more people in prison than the Russians did in the gulags. We win! We win!

Perhaps, instead of carrying water for GOP-donating, Eastern European WWII refugees (Steve Gilliard's explanation, referred in your piece), he is, along with the IRI, carrying out a different Neo-Con plan: encouraging the former SSRs to sign contracts for oil and gas development with US companies, and permit US military to 'protect' the natural resources, a la the 'Caspian Guard.'
