If McCallum's client were a private company, this kind of thing would be grounds for a malpractice suit. It's clear that he's not acting in his client's (that's us) best interests.

Well, it's not exactly that it's not enough. Thing is, since the government already had a number on the table, and that number was tied to a specific addiction-abatement program, the new number also needed to be tied to some kind of program. In true BushCo style, the new program made no sense, even to the defendants.
