Marie, this is a very interesting concept. I think you should send it on to your favorite congresscritter, post it to the DNC blog (so Dr. Dean can see it), and provide a copy to the American Progress. Thanks for such a thoughtful policy proposal.

Agree with degustibus. And any plan that this republican congress passes will be changed in committee to become the Bush plan. I think that this kind of idea, trying to adopt a seemingly innocuous variation of the Bush idea, will backfire. It's folly. We are living in a winner-take-all world; no legislation that represents compromise can survive.

Naivete on this issue will kill social security.

The Dems shouldn't do anything but raise the cap on FICA taxes. Brutally simple, and effective. No room for messing around on the margins.

As long as Bush is in office, and people think they can work with him, he'll crush them.

Mary - thanks of the compliment. Didn't inspire the sort of dialogue or sugestions that I hoped for. This was not an "off the top of my head" idea. I thought about for a long time before posting it. The only thing I would change is the surcharge should also apply to corporations.
