Bush's mea culpa wasn't. Remember, he prefaced his statement with "to the extent that the federal government..." By the time the republican slime machine is done, the culprits will be Gov. Blanco and Mayor Nagin, but no republicans in Mississippi and jus tof good measure, they'll somehow blame Bill Clinton, Howard Dean and Ted Kennedy. The federal government's share of the blame will be miniscule, and all of that will be because the feds relied upon what state (democratic) officials told them.
