Cato has always been a favorite of mine of all the conservative/libertarian blogs. They at least try to be neutral when they issue a study or something.
This policy of constructive disengagement sounds like a good idea. Revolutionary Muslims don't just wake up one day and check their calendar to discover that, praise Allah, it is, indeed, Freedom Hating Day once again and blow up an American building. If we withdraw the things that make them hate us, we'll keep order in the world. Before our friendly trolls point out that I am a cheese-eating surrender monkey, bear in mind that this is not surrender: it's fighting terror by refusing to instigate it. It's not accomodation; it is bombing the thing terrorists find most precious: anger.
To be fair, it might take some time for the feeling of "Hey, we can't blame Clin---America for our problems anymore. It must be something within our society!" to pervade them, and I'm not sure if whatever political party is in charge to implement this policy can convince voters that it will work. America doesn't "do" long term goals very well.
Still, it's a viable alternative to the "invade-anger-lose" paradigm we've set up now.

But if I knew what they were, this sounds like precisely the foreign policy we should have--we take care of Central and South America (I'm looking at you, Chavez), and Europe takes care of the wogs.

If you think that CATO is neutral, you are delusional. They are as neutral as the RNC. They were initially funded by Richard Schaife and their funding still comes from right wing kooks. Their Social Security position papers are famous for being erroneous disinformation.

Take note of the key term "try." And this is compared to places like Heritage or AEI. Honestly, I think I was thinking of RAND Corp. at the time. For some strange reason, those names seem to tie up in my head.
And if I may be so blunt, Islam's god is the same as your oh-so-holy god, Benny, and the same as in the Jewish religion. Personally, if he exists, I don't think he appreciates being summoned into (sorta) political arguments.
