Much of the time internal groups or persons know and condone this spying. It suits their needs and they'll somewhat or mostly control the flow and scope of information being "stolen". Exposures occur, everyone knows the risks involved, hands get slapped, people fired, perpetrators jailed and everyone moves on. I'd always be very skeptical when these affairs flare up, keeping in mind government is like an iceberg, with the biggest percentage hidden below the surface.

I know this is not what you intended to say, but the phrase "...reports that Israelis were partying..." makes it appear that most or all Israelis were partying - which is not true. You may want to make it clear that a *few* Israelis were reported to be happy (or whatever) per the article.

first of all, iranians aren't arabs. secondly, our invasion is what has given them their current, growing influence. if anyone in the muslim world is NOT enraged that we invaded, it's iran (ok, saudi thinks disabling the competition's oil industry is pretty great, too)
you shouldn't just assume the iranians are boogiemen out to get us. OTOH, our support for saddam iafter he invaded iran helped kill hundreds of thousands of iranians. that could piss some people off.
