If you think about it, this is worse than you think. This isn't a statement of understanding. It's approval, they are saying it's ok to kill occupation forces. I think it would have been worded differently if it was just "understanding", something like, "When one country is occupied by another, some may feel bound by honor and duty to resist." This doesn't call it legitimate or a right.

Yes, partiuclarly in the U.S. Senate, a "motion to table" is a motion to kill a particular item. In the U.K. and in Canada, when something is "tabled" that means it is introduced. (The Canadian Conservatives just tabled a no-confidence motion against the Martin government, for example.)
Plus, Peter Kilfoyle is a rather strong anti-war, and anti-Blair Labour MP.

Hence the pushing forward of the timetable requirement and the "toning down", shall we say, of the rhetoric against forces trying to blow the shit out of American troops.
Being forced to eat such shit because of Field Marshall von Dumsfeld's grand incompetence must be killing Reichsfuhrer Cheney.
