You need to show a payoff from Abramoff directly to Reid that subsequently led to a change of Reid's prior stated position and vote. But subsequent to the release of documents from the archives of the old Soviet Union it is apparent that the Soviets were exerting quite a bit of influence in the United States Government and various schools, institutions and industries.
