Back to the point of this thread . . . it seems that many are being asked the toughest question of all -- hang onto the coat-tails of the Republican takeover or break away and stand on your own without any ties to the mass destruction that is the state of the Republican party. Even though they have more money than the Democrats, they seem to have squandered most of it with very little to show in return.

Overtopping suggests that a little bit of water would seep out over the top. A breach means an evening out of the water level on both sides of the levee.

I think the previous description of "overtopping" makes some mention of it being the primary cause of breach. Also, "superdome 12 ft below sealevel" and it doesn't matter much whether the levees are breached or overtopped. I think it's OK to expect more from the people at the top of this country's leadership.
