Rumsfeld is trying to create/maintain a completely separate intelligence apparatus and Cheney is busy pushing Congress to but out of his business. Negroponte is just overlord of CIA , the fall guy in the GOP drama. Negroponte has a title and that's it. Another overpaid slob.
