I believe this was attached to the Iraq funding bill to give Bush cover for not vetoing as promised. He will say he has to sign it because that funding is needed. The WH finally realizes the public is not going to simmer down on this one, and they need it to go away. This way, the Congressional repubs get to look like they saved the day, and Bush gets to save face with respect to his veto promise. In the end, the deal will probably be somewhat restructured to make it look more palatable, and then slipped right on through as everyone focuses on whatever the next outrage is that erupts from this bunch.

There will be a problem here for Repugs in the House if they stay with Bush. IF they don't rebut Bush on matters that polls show the public is very much against, they might get voted out in Novemeber. The WH does not want this, as a Democrat House would surely begin investigations and impeachment would be next. Therefore, at the end of the day, the GOP Machine might want to create situations where the incumbent GOPers could distance from Bush and his bad mistakes. Whether Bush signs off on this or not, who knows. But I'm sure the idea of a freshly elected Dem House is an unsettling thought to most of the GOP currently ruling with an iron hand in DC and the WH.

C-Span-2: Sen. Tom Coburn,R-Oklahoma just whipped it out on the floor of the US Senate,(a copy of the constitution), and inferred that the "compact clause" of the 1st amendment somehow gives the UAE the right to manage our ports. He also threatened if we don't let the deal go thru, "what goes around, comes around".

I hope he extracts his head from UAE's ass in time to see "what goes around, comes around" for the GOP in the midterms.
