Because he has never had to before. Ever. Now that he's the pResident, he's the deciderer on whether he has to follow the law like some common plebe - not some two hundred year old piece of paper.

I love how the executive branch only deigns to release relevant information like this AFTER crucial legislation like the Patriot Act has been enacted.

Congress, a co-equal branch of government---the cognitive dissonance of that phrase is now unbearable.
