Thielmann discusses the March 1, 2002, memorandum in an interview in Bonini and D'Avanzo's book, /The Fear Bazaar/ on page 107. There is a behind the scenes construction of why the memorandum was written. Apparently the CIA had been badgering the INR over the information they were getting. According to Thielmann they were unable to cross-check the "tustworthiness" of the source within their database and received no reply to that effect from the CIA. Usually Thielmann's office would only issue a verbal reply as a conclusion to their findings. However, because of the pressure from the White House, Theilmann personally made a point of having a memo written up.

"The African desk of the INR, with my approval, wrote up a memorandum which was consigned to Powell. We warned them that the information gathered by the CIA was inconsistent. That the story about Nigerien uranium is false. That a lot of stuff they passed on to us was bogus."
