It's already been reported that the bounty will be honored - there was no requirement that the intelligence be from one person.
From the AP:
The United States put a $25 million bounty on his head, the same as bin Laden. Al-Maliki later told al-Arabiya television that the bounty would be honored, saying ``we will meet our promise,'' without elaborating.
If they publish his/her name before they fork over the money they can avoid forking over the money no doubt. Publication can be as simple as an inadvertant "leak." Bush is a veteran of that. Leaking that is. They can never publish the name so we will never really know. Someone will get the 25 mil for sure. The real deserving person will always remain secret. Looks like a good spot for Bush to pay off old debts with tax payer money. He's real good at that too.
This sets the stage for a constitutional dictatorship in Iraq. Now that al-qaida is crippled the IPM is in a position to do an old fashioned deal, desert oasis style with the insurgents.

If so, I wonder how much weight it would be given. Seen such notices a lot on blogs lately and I'm curious as to the need for them.

I am reluctant to disclose my sources generally, but going to make an exception in this case. Dick Cheney himself told me that the insurgency is in its last throes with Zarqawi dead. That's good enough for me. The guy's a genius even if a little dangerous to drink and hunt with.

I don't think we would take it very well. Bounty hunting is not the most honorable and respected practice, even it's a effective. It worked with Judas, it worked with someone close to Zarqawi. The ends are not in question. Zarqawi and Jesus appear to have little in common except that they were both damaged by bounties to a certain extent. Zarqawi appears to have been a thug. I am progressive and proud of it. My heroes are folks like Walesa, Mandela, MLK Jr., Gandhi, and Jesus. Common theme? Reluctance to engage is violence, high principles. I don't think any of them paid bounties, were not well-schooled or drawn to the miracles of free market capitalism.
