I was born in the First Congressional district; ran for the Legislature twice from the First Congressional District; will be buried in the First Congressional District. It is home.
I keep careful tabs on its politics.
I will tell you a story about Les Aspin, the Democrat who represented this district in Congress for decades. He held the district so strongly that some years the Republicans didn't even put up a candidate against him. After Aspin gave up the seat to become Secretary of Defense, he was chauffered from his (I believe Georgetown) home to the Pentagon every morning to work. And every morning he had four newspapers laid out in the back of the limo for him to read: The Racine Journal Times; The Kenosha News; The Janesville Gazette; and the Beloit Daily News.
If you look at Herr's coverage in those papers before the primary, you will see that it is nonexistant.
When Aspin and Doug LaFollette (now Wisconsin's Secretary of State) slugged it out in the Democratic primary of 1970, coverage of the race in all those papers was heavy. Democrats became aware of the strengths and weaknesses of the potential challengers to incumbent Congressman Schadeberg and they made their choice. (On election night LaFollette won by about 20 votes. After a recount Aspin was declared the winner by about 20 votes).
In the general election, coverage in all four papers was heavy. Aspin won.
But when a candidate like Herr is shut out of the media, he doesn't exist. First district voters knew the good doctor Thomas from past races and it is not suprising that they stuck with what they knew.
One final note: I think the change in Wisconsin Democratic Party rules is less a "Thomas" rule as it was a change to allow the Democratic Party of Milwaukee to endorse in the primary for Sheriff.
