It sounds like the author is not familiar with how jobless rates are calculated. They are not connected to unemployment benefits running out. Its usually measured as "first time jobless claims" or a survey of households. In either case benefits runnning out is not part of the picture.

Although the number of people with unemployment benefits running out is an interesting and compelling issue in itself, it need not be subordinated to a conspiracy theory.
